India and Brazil MoU: General Heraldo Luiz Rodrigues, Brazil’s Secretary of Defence Products (SEPROD), recently visited India to strengthen defence ties between the two nations. During his meetings with top Indian defence officials, discussions covered a wide range of topics, including submarine maintenance, advanced missile systems, and joint military projects. The focus was on building a partnership that goes beyond just buying and selling equipment.
Submarine Maintenance Agreement
Brazil is set to sign a Memorandum of Understanding (MoU) with India next month for the maintenance, repair, and overhaul (MRO) of India’s Scorpene-class submarines. According to Financial Express, this agreement will allow India to maintain its submarines locally, reducing reliance on foreign expertise. Brazil, which has extensive experience in submarine technology, will share its knowledge to help India modernize and strengthen its naval capabilities.

In 2022, a Brazilian Navy delegation visited India to inspect the Scorpene submarines being built at Mazagon Dock Shipbuilders Limited (MDL) in Mumbai. The visit led to discussions on submarine technology, maritime security, and joint interests. Following this, Brazil expressed interest in collaborating with India on submarine maintenance. The two countries also discussed the possibility of jointly building frigates for the Brazilian Navy, with India being shortlisted as a potential partner for the project.
Focus on Missile Systems
In an exclusive conversation with FinancialExpress.com, General Rodrigues shared that Brazil is not interested in India’s Light Combat Aircraft (LCA) but is keen on acquiring India’s Akash missile system and the BrahMos supersonic missile. These advanced systems could significantly boost Brazil’s air defence capabilities. “We are focusing on systems that protect aircraft, not on buying new fighter jets,” he said.
During their visit to Aero India 2025, the Brazilian delegation explored the BrahMos missile system. Dr. Jaiteerth R Joshi, CEO & MD of BrahMos, briefed the delegation on the missile’s capabilities. BrahMos, a joint India-Russia venture, is already a key part of India’s defence strategy and could play a similar role for Brazil.
Joint Development of Military Platforms
India and Brazil are exploring joint development of military platforms, including aircraft, missile systems, and ships. This collaboration will not only enhance the defence capabilities of both nations but also promote indigenous manufacturing, a goal both countries are working towards.

India’s Bharat Electronics Limited (BEL) is setting up an office in Sao Paulo, Brazil, to support this growing partnership. BEL’s presence in Brazil will help facilitate closer cooperation in defence technology and manufacturing.
The two sides also discussed Brazil’s Embraer C-390 aircraft, which is being considered for the Indian Air Force’s (IAF) future transport needs. The IAF requires around 80 Medium Transport Aircraft (MTA), and the C-390, known for its versatility and advanced technology, is a strong contender. Embraer has partnered with Mahindra Aerospace to enter the Indian defence market, further strengthening ties between the two countries.
