Norway’s New Ukraine Aid Package: Norway has again increased its assistance to the Ukrainian military by pledging a sizable new military aid package, mainly comprising F-16 ammunition, precision weapons, and air defense systems. The announcement is made in a situation when Ukraine is still struggling to defend itself against the Russian invasion and therefore, support in terms of military supplies from friendly nations is absolutely necessary for its survival.

In December 2025, the Norwegian government announced it will allocate approximately 3.2 billion Norwegian kroner (about $314 million) to help Ukraine purchase vital weapons and air defence gear through the JUMPSTART mechanism, a U.S.-run defence procurement framework.

This funding is aimed at:

  • Ammunition for F-16 fighter jets is worth just over 1 billion NOK to ensure Ukrainian F-16s can remain operational and effective.
  • Advanced precision weapon systems, which convert lower-cost missiles into precision-guided munitions usable by aircraft and ground air defence units.
  • S-300 surface-to-air missiles allocated just over 500 million NOK, strengthening Ukraine’s ability to shoot down hostile aircraft and missiles.

The delivery of this package is expected to be rapid, reflecting its importance to Ukraine’s immediate defence needs.

“It is important for the Government that Norway’s military support for Ukraine helps to deliver results on the battlefield in the short term and enhances Ukraine’s capabilities in the medium and longer term,” said Minister of Defence Tore O. Sandvik.

What is JUMPSTART?

JUMPSTART stands for Joint Ukraine Multinational Program Services, Training, and Articles Rapid Timeline. It’s a defence acquisition mechanism that operates under the U.S. Foreign Military Sales (FMS) program. Through this Norway can purchase weapons and defence equipment from the U.S. Department of Defense directly, ensuring standardised interoperability with Western equipment.

The mechanism also allows for rapid procurement and delivery, which is critical in wartime conditions. This mechanism has already been employed earlier this year to facilitate support to Ukraine, which includes the previous allocations for F-16 parts and armaments, as well as other air defence equipment.

Why Is F-16 Ammunition So Important?

Ukraine is being equipped with fighter jets of the type F, 16 by Western friends; among others, Norway is also contributing to this coalition effort. The jets are a significant upgrade of Ukraine’s air force capabilities.

“This equipment will be important in enhancing Ukraine’s ability to defend itself against aerial threats,” Sandvik said. He noted that Ukraine needs both “low-cost weapons and more advanced long-range missiles that can be used to combat high-performance targets such as cruise missiles.”

With the new support from Norway:

  • It makes sure that Ukrainian F, 16s are provided with the ammunition necessary to carry out combat missions.
  • Offers precision, guided weapons that enhance accuracy and save on the less efficient use of expensive rounds.
  • Supports the continuing operational readiness of the Ukrainian Air Force.

This almost doubles the defensive capabilities of Ukraine but also reinforces deterrence against a possible re-escalation.

Ukraines military strategy has centrally focused on air defense, among other things, the protection of military forces and the civilian infrastructure against the attacks of Russian missiles and aircraft.
