Sagar Kavach: On February 21-22, 2025, West Bengal conducted a large coastal security exercise called ‘Sagar Kavach (WB)- 01/25’. The exercise tested the state’s ability to protect its 158-kilometer coastline from threats like terrorism, smuggling, and attacks. The goal was to check how well the security plans and coordination between different agencies worked in real-life situations.
According to NE India Broadcast, the exercise was led by the Commander Coast Guard (NE), and the State Coastal Security Operation Centre (SCSOC) in Haldia acted as the main control room. During the exercise, security forces faced simulated scenarios like terrorists hijacking fishing boats, smugglers bringing illegal goods, and attackers planting bombs along the coast. They also practiced responding to threats against important coastal buildings and ports.
Navy to Add Advanced Stealth Ships to Boost Combat Power
To handle these situations, the Indian Coast Guard, Navy, Police, CISF, BSF, and Customs worked together. They patrolled the sea and rivers using boats, while the district police and forest department guarded the coastline. Local fishermen also joined the exercise as part of the ‘Eyes and Ears’ program, helping security forces by reporting suspicious activities.
Special teams like the CISF and Quick Reaction Teams (QRTs) from the Coast Guard and Police carried out specific operations. The Coast Guard also used ships and aircraft to monitor the coastline from both the sea and the air.
West Bengal’s coastline is unique and challenging to protect. It has two major ports, many smaller river ports, and over 16,000 fishing boats operated by 3.3 lakh fishermen. The area also has many industries and a complex river network, making it easy for threats to enter. This is why coordination between all security agencies is crucial.

The Central and State governments ordered this exercise to improve teamwork among the different forces. By working together, they aimed to make the coastal security system stronger and more effective.
After the exercise, officials will discuss what they learned and find ways to improve the security plans and coordination. This will help make West Bengal’s coastline safer and better prepared for future threats.
