India AMCA plan: The race for India’s big Advanced Medium Combat Aircraft plan is getting more tense as the government changes how it judges the companies. IDRW say the government now sets the rules in a way that stops Hindustan Aeronautics Limited from taking the top place by default. Officials want to bring in real competition and give space to many smaller private companies. They also want to avoid putting too much defence work in only one place.
The Aeronautical Development Agency and the Ministry of Defence have placed seven teams on the shortlist for the huge Rs 15,000-crore deal. The government plans to choose the final group by the middle of 2026. Each bidder must show that they can understand the design, make the early models and later build many jets in a row.

The AMCA is a fifth-generation stealth jet and the plan says it will take its first flight in 2028 and join the Air Force by 2035. People inside the project say the scoring style may reduce HAL’s usual advantage, because the score now looks more at new ideas, strong supply chains and the role of smaller suppliers.
A Ministry official said, “This isn’t about sidelining HAL; it’s about building a robust, multi-vendor base to accelerate AMCA’s rollout and future programs like the Next Generation Fighter.” HAL already has a big load with the Tejas Mk-1A, which is late by 2 years. So the government wants to spread the risk and allow fast private help in the new twin-engine AMCA that can supercruise and take on air-war and deep strike jobs.
New Teams Competing
Many powerful companies and alliances have jumped in to lead the making of the AMCA. Each group comes with its own strong areas and hopes to win the job to develop and build the aircraft.
- The Larsen & Toubro Consortium works with Bharat Electronics Ltd for the avionics and with Dynamatic Technologies for airframe parts. L&T has a long history with ships and aerospace.
- HAL has joined with two small private groups, including Vem Technologies for detailed parts. Even though HAL works with ADA on design, many people still question the long delivery delays seen in other programs.
- Tata Advanced Systems has entered the race alone. It uses its work on F-16, C-130 and C-295 structures plus its global links with Lockheed Martin.
- Bharat Forge which is part of the Kalyani Group, teamed up with BEML for heavy work and with Data Patterns for electronics.
- Adani Defence & Aerospace made an agreement with MTAR Technologies to handle engine and airframe modules for its bid. Adani has grown fast in drone work and composite material and wants a part of the Rs 15,000-crore project.
- BrahMos Aerospace Thiruvananthapuram Ltd also joined the contest with Axiscades Technologies for engineering and Goodluck India for materials.

Two major panels made of ADA experts and industry members, will check all proposals by audits and demo tests. The plan is to get early prototype jets ready by 2029. The government wants a team that can make almost 16-0 jets each year and also build strong Tier-2 and Tier-3 suppliers.
