IOL–Safran Deal Report: India Optel Limited (IOL) has made a major development in the defence ecosystem of India by entering into a landmark partnership with Safran Electronics & Defense, aimed at manufacturing advanced defence systems on Indian soil. This collaboration is a big step forward in line with the Make, in, India and Aatmanirbhar Bharat initiatives, thereby facilitating increased self, reliance and upgrading the Indian Army’s combat capabilities.
IOL–Safran Deal Report
An agreement was reached between India Optel Limited (IOL) and Safran Electronics & Defense, France, based, on 22 December 2025 in New Delhi for local manufacturing of two high precision defence systems: the SIGMA 30N Digital Ring Laser Gyro Inertial Navigation System and the CM3, MR Direct Firing Sight. The event was attended by the Secretary of Defence Production and other senior officials, underlining the strategic importance of the deal.
This is not just a step towards the import of technologies but a way to bring production, testing, assembly, quality control, and life cycle support right to India. IOL will be the local agency responsible.

Why This Partnership Matters?
1. India has been actively working to reduce its reliance on foreign imports of defence technology and hardware. The domestic manufacturing of advanced technologies like SIGMA 30N and CM3, MR is a step towards the fulfillment of the government’s vision for a robust indigenously built defence ecosystem.
2. The two systems being manufactured SIGMA 30N and CM3-MR play vital roles in modern combat:
- SIGMA 30N is a digital inertial navigation and positioning system that provides accurate navigation coordinates for artillery, missile platforms, radars, and air defence systems.
- CM3-MR is a direct firing sight system used on artillery guns and anti-drone platforms. It enables accurate line-of-sight targeting, improving efficiency and effectiveness in both conventional and asymmetric warfare scenarios.
Who Are the Partners?
India Optel Limited (IOL)
IOL is a Mini Navratna Public Sector Undertaking (PSU) under India’s Ministry of Defence. It specialises in the manufacture of optronics, navigation, and electronic systems for Indian defence and security forces. Historically, IOL has collaborated on advanced navigation systems and continually pushes for indigenisation under government programmes like Make-in-India and iDEX.
Safran Electronics & Defense
Safran Electronics & Defense is a global leader in advanced navigation, inertial systems, fire-control technologies, and optronics. With deep expertise in defence sensors and navigation systems, Safran’s technology forms the backbone of many modern military platforms globally.
What Does India Gain from This Partnership?
1. India is the main beneficiary of a technology transfer that is very essential for the upgradation of engineering skills of the local sector with the localisation of manufacturing. Through the exposure of Indian staff and engineers to international standards, their skill will be upgraded in the production of high, tech defence.
2. Calibration technicians, quality assurance teams, and defence engineers are just a few of the many sectors that will benefit financially.
3. IOL will take the responsibility for the systems not only in the case of production but also in testing, quality checks, and life, cycle support.
IOL–Safran Deal Report: Benefits
The IOL-Safran deal is one of several partnerships strengthening India’s defence manufacturing base. For example, Safran has also been expanding its footprint in India through joint ventures and facilities, such as maintenance, repair, and overhaul (MRO) centers and other defence collaborations with Indian PSUs all contributing to broader Make-in-India goals.
These coordinated efforts reflect a broader push by India to transform from being one of the world’s largest importers of defence equipment to becoming a technology producer and exporter in its own right.
