The US Air Force says it helps the President, the Secretary of Defense, and top military leaders keep control if normal command centers are damaged or gone. It can also support the Secretary of Defense when he is traveling outside the US.
The plane is built for extreme danger. It can refuel in the air, carry more than 100 people, and keep working even after an electromagnetic pulse.
