Mr. Putin specifically mentioned Germany, which had just permitted Ukraine to use long-range German-made weaponry to strike targets within Russia.

“When they say that there will be more missiles which will hit targets on Russian territory, this definitively destroys Russian-German relations,” Putin stated.
