Ukraine France Defense ties: Ukraine and France agreed on a plan for Kyiv to get 100 Rafale fighter jets. The deal became official during a meeting at Villacoublay Air Base near Paris and the the two leaders stood beside a Rafale jet and their national flags.
Ukrainian President Volodymyr Zelensky said on November 17, 2025, that Ukraine signed an agreement with France to receive 100 Dassault Rafale multirole fighter planes. The French presidency confirmed the number of jets but would not say if they will come from current French stocks or from new production. Officials in Ukraine said the agreement is “historic,” and they believe it will make the country’s air force much stronger.

Zelensky said the deal is “historic,” and he explained that it will help Ukraine’s combat aviation, air defense, and ability to stop attacks as Russia keeps sending missiles and drones. Earlier that day Reuters also reported that Ukraine and France were working on a 10-year plan that will bring Rafale jets, more SAMP/T air defense systems, and Aster 30 missiles.Army recognition.
Long-Term Military Plans
Ukrainian officials said again that this accord is “historic,” because they see it as a way to grow combat aviation, air defense, and other parts of their military. The French presidency said the goal is to help Ukraine “acquire the systems it needs to respond to Russian aggression.” Both sides spent months talking about how to deliver the jets and how to pay for them. France already promised Mirage 2000-5F planes and Aster 30 missiles for Ukraine’s SAMP/T systems.
2 people who know the talks said the plan includes multiyear deliveries and training programs with Dassault Aviation, MBDA, and Thalesm,.
Ukraine hopes to grow its air fleet to about 250 Western jets with the F-16, the Gripen, and now the Rafale. Ukrainian sources already said the air force has looked at getting up to 100 Rafales as part of this plan, but final numbers and dates for delivery are not fixed yet. Ukraine also wants strong support systems for maintenance, training, and logistics so it can operate Western jets for many years.
Rafale Design
The Rafale is a French multirole fighter that began after France left the Eurofighter program in 1985. The prototype flew in 1986, and the jet entered service in 2001.
It comes in three types-
- The Rafale C for land use
- The Rafale B with two seats
- The Rafale M for carriers
It can do many missions like air superiority, strike, recon, and nuclear deterrence.
rafale has a length of 15.27 mmeters, a wingspan of 10.90 meters, and an empty weight of about 10 tons. It takes off at up to 24.5 tons and uses two Snecma M88-2 engines with strong thrust. The jet can reach Mach 1.8 and can supercruise at around Mach 1.4.
History
By October 2025, 300 Rafale jets were already built. The program cost is around €45.9 billion, and one F3+ jet costs about €101 million. The Rafale now gets upgrades under the F4 plan, which improves radar, data links, and sensors. Its range is about 1,850 kilometers on internal fuel and can go over 3,700 kilometers with tanks. It has a combat radius between 1,000 and 1,400 kilometers. It flies up to 15,240 meters and can handle -3.6 g to +9 g, or +11 g in emergencies.

The Rafale can carry 9,500 kilograms of weapons on 14 hardpoints. It uses MICA missiles SCALP-EG, AASM Hammer bombs, Exocet anti-ship missiles, and ASMP-A nuclear missiles. New versions like F5 are in development with new radar and new data links. Most Rafale parts are made in France and since 2025 Tata Advanced Systems in India will produce fuselages starting in 2028.
The jet uses a canard delta design that gives agility and stable flight. The delta wing gives lift and stability and the canards near the cockpit help with pitch and handling at different speeds. The airframe uses about 70% composites and alloy materials for lighter weight and lower radar detection.
