BEL CVO Sarvanan Mannai Pathakkam Gets Additional Charge as HAL Vigilance Chief

Sarvanan Mannai Pathakkam, Chief Vigilance Officer of BEL, has been given additional charge as HAL’s CVO for six months or until a regular appointment is made by the Government of India.

HAL Vigilance Chief: The Government of India has given Shri Saravanan Mannai Pathakkam one more important job. He is already working as the Chief Vigilance Officer, or CVO, of Bharat Electronics Limited (BEL) in Bengaluru. Now he will also handle the same kind of work at Hindustan Aeronautics Limited (HAL), Bengaluru. The official order for this was issued on June 29, 2026. The new charge will start from the day he takes it up.

This is not a full new posting. It is only an extra charge for now. The order says it will last for a limited time. The exact wording is “For six months from the date of assumption of charge, or Until a regular CVO is appointed at HAL, or Until further orders, whichever is earlier”. That means the extra duty will stop as soon as one of those things happens first.

Why the Government Made this move?

The Department of Defence Production sent the proposal first. After that, the Competent Authority approved it. The order was then issued by the Department of Personnel and Training, also called DoPT. It was signed by Annies Kanmani Joy. Copies were also sent to the Central Vigilance Commission and the Department of Defence Production.

The main idea is simple. HAL should not face a gap in vigilance work while waiting for a regular officer. So Pathakkam will keep doing his BEL job and also watch over HAL for now. This helps keep checking and monitoring work going without a break.

Who is Saravanan Mannai Pathakkam

Saravanan Mannai Pathakkam is a 2000-batch officer of the Indian Postal Service (IPoS). He was appointed as CVO of BEL in April 2026. BEL says it is a Navratna PSU under the Ministry of Defence and it makes electronic products and systems for the Army, Navy and Air Force.

In his BEL role, he looks after vigilance administration, compliance work, anti-corruption checks, and rules linked to clean and honest working. With the new HAL charge, he will now do similar vigilance work for another major defence PSU.

HAL is one of India’s biggest aerospace and defence companies. Its official website says it is based in Bengaluru, and its work includes aircraft, helicopters, avionics, and related aerospace systems. HAL is also a very important defence PSU under the Ministry of Defence.
