Vice-President at IN-STEP 2025: Vice-President of India, Shri C. P. Radhakrishnan, spoke to delegates at the 3rd edition of the International Strategic Engagement Programme (IN-STEP) held at the Vice-President’s Enclave in New Delhi. The event works as an important platform where senior national security officers from India and friendly countries come together to share ideas and build cooperation. This year’s edition has 44 delegates, including 32 international participants from 24 Global South countries.

The Vice-President praised the combined work of the National Defence College, National Security Council Secretariat, Ministry of External Affairs, and Ministry of Defence for organizing the programme. He said that IN-STEP shows India’s G20 Presidency goal to make stronger bonds among Global South nations.
Working together for global good
During his speech Shri Radhakrishnan said that in today’s connected world,where ideas and problems move across borders every nation should work together. He explained that big issues like climate change, artificial intelligence, public health, and economic growth need teamwork and understanding. He asked countries to act together with a kind and strategic approach. Calling IN-STEP a “symbol of global partnership,” the Vice-President said that nations must “think globally, act cohesively, and move forward together towards shared prosperity.”
He also spoke about how national security is changing fast. He said that threats like terrorism, cybercrime, and drug trafficking are becoming more complicated and often cross borders.
These threats, he added, are made worse by economic and social problems. Shri Radhakrishnan pointed out that new technologies like Artificial Intelligence, Big Data, and automation bring both chances and risks. He said that it is very important to use them responsibly. He also noted that the world must find balance between “innovation with protection, openness with vigilance, and progress with preparedness.”

‘The world is one family’
The Vice-President said that India’s ancient belief in Vasudhaiva Kutumbakam, which means “the world is one family,” continues to guide the country’s foreign policy, technology growth, and sustainable development efforts. He told the delegates to see themselves as leaders who can bring change and act as true global citizens. He said they should work with honesty and aim for progress that helps everyone.
In his closing words, Shri Radhakrishnan said he believes that IN-STEP will keep helping to build strong and wise leaders who can make the world more safe, fair, and united. He said the programme will shape people who believe in a world “where cooperation triumphs over competition and ideas move faster than conflict.”
