India Modern Civil Defence Network: Prime Minister Narendra Modi announced a major change in India’s civil defence system during his Independence Day speech on Saturday, August 15, 2026. Speaking from the Red Fort on India’s 80th Independence Day, he said the country would build a large and modern Civil Defence network to help protect people during new types of emergencies and security threats. This was Modi’s 13th Independence Day address as Prime Minister.
While talking about national security, PM Modi said every citizen has a role in keeping the country safe. He said, “…making India secure is the collective responsibility of all of us. Whether the challenge arises from within our borders or from beyond them, India is fully prepared for every situation.”

The Prime Minister also said that the way wars are fought has changed. He warned that a conflict may not remain limited to border areas. Important places such as refineries, banks, data centres, factories and other key infrastructure can also face threats. According to the government, the old civil defence system was designed around the wars of the previous century and now needs to be updated.
A Bigger and Modern Civil Defence Force
Announcing the new plan, PM Modi said, “Today, from the ramparts of the Red Fort, I announce that in the coming days, we will establish a modern and vibrant network of Civil Defense.”
He said people would be introduced to modern emergency systems and taught what steps can be taken during serious crises. He also announced a large volunteer force that would be trained to face present-day challenges.
“We will familiarise them with modern systems. What measures can be put in place to protect citizens from modern-day crises? We are going to create a massive, modern Civil Defence volunteer force capable of overcoming contemporary challenges,” PM Modi said.
India already has a Civil Defence Corps under the Civil Defence Act, 1968. Its work includes helping with evacuation, protecting important services, fire prevention and public safety. The new announcement is aimed at making this system larger and more modern.

Civil Defence is meant to help ordinary people stay safe during emergencies. A modern system can involve public warnings, emergency communication, evacuation support, shelters and disaster response. India also carried out civil defence mock drills in 2025 during heightened tensions with Pakistan. These exercises included air-raid sirens, blackouts, evacuation and emergency medical arrangements.
PM Modi also spoke about the growing role of women in national development and security. He said, “Today, the contribution of our sisters and daughters to nation-building serves as a great source of inspiration for us all.” He pointed to women’s role in fighter jets, civil aviation, sports, STEM education and the armed forces.
