Dutch Defence Official Calls for European-Built Ballistic Missile Interceptors

European-Built Ballistic Missile Interceptors: Europe needs to act sooner on ballistic missile interceptors, according to Dutch State Secretary for Defence Derk Boswijk. He said European countries should pool their production strength, technical know-how, and lessons from the field. The goal is to keep up with fast growing missile and hybrid threats.

Boswijk made the remarks at a tense time for European defence. In July, the Netherlands joined nine other European states and Ukraine to start an Integrated Anti-Ballistic Missile Coalition. At the same time, European defence firms said they are working on a new exo-atmospheric interceptor effort.

The pressure is not going away. The fighting in Ukraine has shown how hard it is to stop large waves of missiles and drones. On top of that, Western inventories of advanced interceptors are under strain. Boswijk also pushed for closer cooperation in air and missile defence. He backed the idea of joint work to develop ballistic missile interceptors.

“We must be concerned about the hybrid threats that already exist. We need the same capabilities that we can already see in Ukraine. I am confident that if we work together, share knowledge and available resources, Europe will be able to develop the system we need,” Derk Boswijk said.

According to reporting on his remarks, Boswijk believes European defence companies, including firms from the Netherlands, France and Germany, could contribute to a jointly developed interception capability. He estimated that a European system could potentially be developed in around 18 months if countries combine investment, technology and expertise.

Why Europe Wants Its Own Missile Interceptors?

The urgency is partly driven by the changing character of modern warfare. Ukraine has repeatedly faced combined attacks involving ballistic missiles, cruise missiles and large numbers of drones. These attacks put enormous pressure on air-defence networks because interceptors are expensive, technologically complex and available in limited quantities.

A recent report by the Associated Press highlighted concerns over depleted U.S. Patriot interceptor stocks in Europe following heavy demand linked to the conflicts in Ukraine and the Middle East.

That creates a strategic problem for European countries. If a major crisis were to occur, European governments could not assume that additional interceptors would immediately arrive from the United States.

Netherlands Already Relies on Patriot

The Netherlands is not starting from zero. The country operates the Patriot air-defence system, which is capable of engaging aircraft, cruise missiles and ballistic missiles. Dutch defence authorities say the system can track multiple targets and conduct simultaneous interceptions.

In April 2026, the Dutch government also signed a contract for an additional Patriot fire unit, including a radar, fire-control equipment and launchers. The government said the new system is intended to strengthen protection against threats at high altitude and long range.

The Dutch government has itself acknowledged the importance of European production. At the July NATO summit, the Netherlands signed agreements involving European co-production, scaling and maintenance of U.S. ammunition types, including PAC-3 missiles.

Europe and Ukraine Have Already Created an Anti-Ballistic Missile Coalition

Boswijk’s proposal is also part of a broader European movement. On July 13, 2026, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden and the United Kingdom joined Ukraine in announcing the creation of an Integrated Anti-Ballistic Missile Coalition.

The participating countries described it as a defensive initiative aimed at developing an integrated missile-defence architecture capable of addressing future threats.

The coalition is particularly significant because Ukraine is bringing direct battlefield experience to the programme.

For European militaries, Ukraine provides an unusually valuable real-world test environment for understanding how modern missile and drone attacks interact with air-defence systems.

Freyja: The Proposed European-Built Ballistic Missile Interceptors

One of the most closely watched initiatives emerging from the coalition is the Freyja project.

Reuters reported that Ukraine and its European partners are working on a potentially cheaper, open-architecture anti-ballistic missile system designed to complement existing systems such as Patriot.

Ukraine has said it wants a prototype by mid-2027. The project involves Ukrainian industry alongside European companies and is intended to allow different national components to be integrated into one architecture. That could help reduce dependence on a single supplier and make future upgrades easier.

This is important because missile defence is not just about the interceptor. A functioning system requires:

  • Early-warning sensors
  • Long-range surveillance radars
  • Target tracking
  • Command-and-control networks
  • Launchers
  • Interceptor missiles
  • Secure communications
  • Battle-management software
  • An interceptor is only one part of the overall shield.

Another European Programme Targets Ballistic Missiles in Space

Europe’s ambitions go beyond conventional Patriot-style interception.

On July 14, several European defence companies announced the Bliksem EXO Consortium, an initiative aimed at developing a European exo-atmospheric interceptor.

The proposed system would attempt to destroy certain medium- and intermediate-range ballistic missiles during their midcourse flight outside the atmosphere.

The consortium includes major European defence companies such as Thales, Airbus, MBDA Deutschland and Safran, alongside Dutch defence technology company Destinus.

Reuters said engineering was set to start in August 2026 and a flight test was planned for 2027. In June 2026, Dutch Defence said it had set up Gopin. It is a joint cooperation format. It brings defense groups, firms, schools and research teams together. The aim is integrated air and missile defense.

At the same time, Rheinmetall and Destinus said they want a joint venture. The focus would be advanced missile systems. This is another sign that European defense firms are reshaping how they work with partners.

What Comes Next?

The key step now is to turn political promises into real programs. For Freyja, the near term goal is a prototype. Ukraine wants it by mid 2027.

For Bliksem EXO, the next phase will be engineering first, then later flight trials. Those tests should show if the proposed European upper layer interceptor can shift from an idea to real equipment.

For the Netherlands and other states, the immediate task is harder. They must keep current capability in place while they fund new European systems. So systems like Patriot will likely still matter. This would be true even as Europe moves toward alternatives.
