India-Malaysia Joint Exercise: The fourth edition of the India-Malaysia Joint Military Exercise, Harimau Shakti 2024, began on December 2, 2024, at Bentong Camp in Malaysia’s Pahang district. This annual exercise alternates between India and Malaysia and will continue until December 15.
The focus is on improving joint military capabilities for counter-insurgency operations in challenging jungle terrains. Conducted under the United Nations Chapter VII Mandate, the exercise aims to enhance cooperation in jungle warfare while strengthening bilateral defense ties and regional security partnerships.

This year’s Harimau Shakti 2024 exercise brings together 78 personnel from the Indian Army’s Mahar Regiment and 123 personnel from the Royal Malaysian Regiment. The collaborative training aims to deepen understanding of counter-insurgency tactics under the United Nations Chapter VII Mandate.

Core Goals of Harimau Shakti 2024
The main goal of Harimau Shakti 2024 is to emphasizes counter-insurgency training, which is important for improving security in regions facing unconventional warfare and terrorist threats. By sharpening their jungle warfare skills, the Indian and Malaysian armies are enhancing their ability to operate under the United Nations peacekeeping framework, contributing to peace and stability in conflict-prone areas.
Knowledge Exchange Phase: In this phase, troops from both armies will share knowledge through lectures, demonstrations, and practical drills, focusing on jungle warfare. The goal is to familiarize both groups with each other’s techniques and operational methods for tackling the unique challenges posed by jungle environments.
Joint Operational Simulation Phase: The final phase will see troops participate in a simulated operation, performing complex tasks such as:
- Anti-Mechanized Transport ambushes
- Securing and occupying a harbor
- Conducting reconnaissance patrols
- Implementing ambush strategies
- Launching attacks on terrorist-controlled zones
At the opening ceremony of Harimau Shakti 2024, Brigadier General Shahir Hafizul Bin Abd Rahman emphasized the significance of such collaborative exercises in addressing modern security challenges, particularly counter-terrorism and peacekeeping operations.
The exercise site showcased advanced military equipment and weapons, including the Negev LMG, Mini-RPA, Uncooled HHTI, MTMSL, and MGL, highlighting the capabilities of both forces.
Colonel S. Praveen, India’s Defence Attaché, was also present at the ceremony.
The event began with a joint march of contingents from both armies, followed by a ceremonial parade by the Indian Army contingent, emphasizing their preparedness for joint training and operational cooperation.

“Following this, Brigadier General Shahir Hafizul Bin Abd Rahman, Brigade Commander of the Malaysian Army, presented arm bands to the commanders of both the Indian and Malaysian contingents, as well as to the umpires overseeing the exercise,” an official said.
Military leaders from both countries have praised the exercise for its role in building trust and improving operational cooperation. According to Indianewsnetwork, An Indian Army official commented, “This exercise showcases our mutual commitment to creating a secure and stable region. Jungle warfare is tough, and working together helps us improve our strategies and strengthen our determination.”
A representative from the Malaysian Army also spoke about the importance of the partnership, stating, “Harimau Shakti is a symbol of the strong friendship between our nations. By learning from each other, we not only improve our military skills but also our relationship as countries.”
The choice of Pahang, Malaysia, for this year’s exercise highlights the strategic importance of its challenging jungle terrain, which requires specialized training. India’s Mahar Regiment brings a wealth of experience in counter-insurgency operations, while the Royal Malaysian Regiment offers invaluable local knowledge and tactics.
This collaboration is expected to provide both armies with useful insights, helping them refine their operations and setting a foundation for future joint efforts.
